I want to use koolreport pro on an internal webserver without internet access. Is it possible with the koolreport pro license?

Yes, definitely. Only Google Charts widgets are required internet connection (due to google policy), other widgets can work offline. You may replace Google Charts with other chart package like ChartJs, Morris or D3.
